[EAS] Univ Colorodo research: WEA alerts could be harmful

To paraphrase Dennis Mileti who was talking about the new research in LA last week, Multiple warnings from difference sources can reduce milling. I keep going back to a warning strategy that says you use all available means and methods to reach people at risk.

Dennis also talked about origination delays that can be mitigated with written origination protocols, and having those with the most and best information being allowed to issue warnings without having to clear their decisions at sometimes multiple levels.
