[EAS] Univ Colorodo research: WEA alerts could be harmful

Ok, new research sez WEA may cause milling (looking for additional info),
which could cause delays in responding to an alert, which could be bad for
some alerts.

In other venues, I've been cautious about the results of "social science
research" - as policy makers and associations kneejerk to some research
reports, not understanding that this is all discovery in progress.
They complain that WEA messages are too short and uninformative at 90
characters - with the expansion to 360 characters in 2019 anticipated to
make the big difference.
YMMV.
