[EAS] Jimmy Kimmel Airs WEA EBS Tones---updated

I once had a PD that had been the PD for a shock jock.

He said that they considered FCC action to be good publicity and there 
was a budget for FCC fines.  When they got an NAL they just wrote out a 
check.
