Everything was up this morning when I checked at around 8 AM EDT, --but both form 2 and 3 locked out  Then 45 minutes later Form 3 up. 

You can enter the same info requested by Form 2 in Form 3, but in order to complete the Form 3 you need the exact time and source information from the EAS decoder.  So even if you know the test ran on a station, someone needs to retrieve this information from the decoder log in order to file. 

So many stations will have received and relayed the test, but because the exact decoder info is not accessible, the actual count is delayed until the folks in the field can gather this info.  If they had left Form 2 open longer --another day--picture would be more complete.
