In tallying the four emails that reported on a significant number of users, I get about 75% received it, 25% didn't receive it.
I was at first encouraged when both my AT&T and Verizon phones got the alert 5 seconds after FEMA sent it (I was watching FEMA push the button online, and they actually sent it at 2:18:15 PM EDT). I guess that 5-second reception was not the case everywhere.
FWIW, my AT&T phone is a Go-Phone prepaid phone, where I buy more voice/text time each quarter (no Internet access), and my Go-Phone did receive the WEA. However, my prepaid phone is an LG smartphone that is WEA Enabled, and I know most Tracphone and other prepaid phones are flip phones that are usually not WEA Enabled so would not be expected to receive the WEA message.

Pretty wide spread if you consider the distance from Alaska to Nebraska...
My wife's Tracphone didn't get the alert either.
