[EAS] EAS portion test results in Washington DC

The on-air results may be different than the EAS box logs.

In Washington, DC, WTOP-FM, the local primary LP-1 won the IPAWS lottery 
and was the first to air the EAS at 14:20:52.  WTOP-FM's EAS box 
had overdriven audio inputs with extensive bleed through of secondary 
audio of the test message including secondary data bursts and attention 
tone. This had downstream impacts.

Time received and on-air audio recording from randomly selected 
broadcasters in Washington DC. I also have the video recordings from the 
TV stations, but need to figure out how to get those out of the DVR.

Note on times: different EAS boxes mark the time received differently, 
i.e. at start of pre-amble, after confirmed header decoded, attention 
signal detected, etc.  So these times may vary by a few seconds from the 
times logged on your EAS device in Washington DC.
