[EAS] WEA results?

Another possible outlier - my wife uses a cell phone very little, so she finds it much cheaper to use a Trakfone and just buy minutes when she nerds them. It apparently uses either ATT or GCI towers here in Alaska, but she did not get an alert. I wonder how widespread that problem is?
