[EAS] SiriusXM is an approved monitoring source, says FEMA Addendum

I forgot to add one important thing regarding Sirius/XM.
They use the free "barker" channel, that you receive if you do not pay a 
subscription, as the EAS channel. No subscription necessary.
Another is that the barker channel is uncompressed. Having EAS alerts on 
a compressed channel is something that needs to be investigated to make 
sure that all of the EAS vendors equipment will work with compressed alerts.
