[EAS] IPAWS messages from Maryland on the EAS feed

Have EAS participants seen recent messages from the Maryland EMA through 
the IPAWS EAS feed?  Such as this mornings Child Abduction Alert (Nov 4) 
or the Required Monthly Test (Oct 31)?

Both messages appear on the ipawsnonweather.alertblogger.com site, but 
none of the EAS boxes from multiple vendors I manage saw the message on 
the IPAWS EAS feed. Further, the few Maryland stations I monitor over the 
air didn't appear to broadcast an RMT or CAE this week.

I see IPAWS messages from other sources without problems.  Its only the 
IPAWS EAS feed that is missing Maryland EMA messages.

Usually, when there is an unparsable CAP message, I find some indication 
in the vendor's system log files on the EAS boxes. With the Maryland EMA 
messages, there is no indication they were in the EAS feed from IPAWS at 
all.
