[EAS] EAS triggered - for where?

This is spot on.  And the problem is shared by cable and IPTV operations, which are also unmanned in general.

And I don't think the problem is completely solved, even in the state of Washington, because weather alerts are still only vua Weather Radio, since there are still a variety of technical issues that  prevent NWS CAP alerts from entering into the IPAWS OPEN environment.  So when there is only an EAS message, the text will be the standard classic EAS sentence.  And if the audio provides more detail or different info, this is still extremely problematic for accessibility communities, LEP* groups, and anyone who may have the audio off at that moment.

So, no I don't believe the problem has been solved, even in the State of Washington ...
