[EAS] Hawaii - mandatory evacuation - was there EAS triggered?

All relevant questions for an after-action report.   Why no EVI?  Why two CDW messages, followed by a CEM?  Why was the EAS CEM message sent 9 or more hours after the first CDW as a WES?  Not second-guessing the local emergency manager, just posing questions I hope they address in an AAR.
