We need to view EAS as - 'just one alerting tool in the emergency managers
public warning tool box'
There are a number of reasons why any particular 'tool' is not used in every
circumstance.
> The system is not functional or is less than optimal
> The EM preferred to use other tools
> The EM does not know how to use all the tools (Lack of training)
> etc.
We need to keep in mind that there is a -significant- lack of training on
how to properly use all the public warning tools we have today.
Training is rarely a high priority item
Regarding EAS - Each State and Local Area can use EAS - Provided they have
the Training.
Another factor is the viability of EAS and the participation level of local
broadcast and
Cable systems. Remember - All of this is 100% voluntary....and no two
areas approach EAS the same way
As an SECC chair for over 20 years, I can tell you there are times that
herding cats is often a lot easier.
