[EAS] perhaps an RFP for alarm clocks?

I have no idea what Hawaii EMA is like.  In my state, the civil 
authorities that originate EAS/WEA alerts keep pretty busy.  It isn't 
like they are just sitting around waiting for nothing but ICBM alerts.  
There is plenty of things to do that may be less news worthy but are 
important to those involved.  Like fires, hazmat events, a variety of 
state police dispatching tasks, etc, etc.   I don't think we should 
confuse a state emergency management authority with some soldiers at a 
missile silo...

Sounds to me like this is most likely run-of-the-mill "gossip reporting" 
rather than serious journalism.
