Adrienne,

Clearly NV is in good shape with you.

Volunteer work is almost always unrewarded.

That is why to provide good emergency warning information to the public 
there needs to be funding (the carrot) and penalties (the stick).

Unfunded mandates are absolutely NOT the answer.  And more unfunded 
mandated paperwork is not going to help.

SECCs and OESs and PSAPs and ICs need to be trained and that must be 
funded by the feds and not state and county and city levels.  Funding 
needs to be provided for travel and other expenses for the committees to 
do their work.  Funding for time spent planning would be nice.

My experience is that the OES function at every level is the first to 
get budget cuts.  "Why do we need those guys?  We haven't had a 
flood/fire/earthquake/etc in years."
