Yep, neither the FCC nor FEMA have been willing to ratify the work of 
the Houston LECC or NWS definint the EAS Event Codes. FCC just refers 
questions for local emergency managers to read the Part 11 regulations.

I like the Houston LECC/NWS descriptions of EAS event codes, mostly.  I 
also think the UCAR HazCollect and NWEM Best Practices training class is 
also helpful. UCAR clarifies some of the descriptions compared to the 
Houston LECC/NWS corner-cases (starting on page 20).

But the feedback I've gotten in bar-talks with emergency managers is they 
are uncomfortable relying on "unofficial" guidance. I tried writting some 
examples also.
