Suzanne,

I agree with you in concept but the continuous wringing of hands and 
"nothing can be done" is not in the public interest.

Everything that I listed can be done immediately with existing technology.

Perhaps some silos need to be demolished and some sacred cows served on 
a roll with Bar-B-Que sauce.
