[EAS] ETRS issues

Just curious what other people's experience with ETRS is this year. I 
had four stations to file for, and only ended up submitting two. One 
issue I have had is that the transmitter coordinates are pre-filled in 
and not editable.  Which would be fine if they were correct.   I'm 
guessing, because thus far I haven't received a response from my Monday 
query to the FCC.  But it appears to me that there are two issues with 
the coordinates:

 1. In one case, it reflects coordinates in our 2012 license. They
    aren't off a lot, but they were corrected in the license we received
    in October 2016 after a minor change regarding our tower height. 
    So... I'm guessing that ETRS might be using "Baseline" records (I
    believe those are @August 2015).  Which makes sense for some things
    the FCC deals with, but I can't think of a reason to make use of old
    obsolete data for ETRS purposes.
 2. A bigger issue was with a station that uses DTS and has a total of
    four transmitters.  Three of those are quite low power fill-in
    transmitters.  Our coverage area is primarily determined by our
    primary transmitter, which has considerably higher power (and higher
    elevation).  ETRS used our 93W "DTS Site 1" transmitter's
    coordinates.  Which is 21 miles from our main transmitter... and
    4000 ft lower.

The other issue was that it pre-filled in last year's filer info and 
Day-of-test-contact (DoTC).  Which is fine... a labor saver when it is 
correct.  But... it wasn't for me because another member of our staff in 
another city filed these last year.  So I changed the filer info.  
But... in most cases I wasn't the DoTC... so I changed the answer to the 
related question to say I wasn't the same... but the fields were grayed 
out so I couldn't edited them.  But... I found a work-around... IF I 
logged off and then logged back on, it WOULD allow me to edit the DoTC 
fields.  So... if you run into this issue... try logging out and back in.

I like collecting ETRS experiences so I can pass on any relevant tips to 
the other licensees in my state.
