[EAS] 'improving' EAS

There are two levels of participation in EAS. There are the states with
active SECC's and then there are the states with not so active SECC's. Right
now, it seems that the active SECC's are almost being punished by an
ever-growing workload of federal requirements, plan rewrites, plan updates,
multi-lingual surveys, training programs, new Event Codes and now an almost
undecipherable and contrary Order. At the same time, the inactive SECC's
have none of this burden and they're beginning to look like the smart ones.
There are two levels of participation in EAS. There are the stations which
carry EAS activations, make sure their equipment is updated and secure and
that their staff is keeping the appropriate EAS documents. Then there are
the stations which don't participate in EAS except for the required tests.
Right now, it seems that the active EAS participants are being punished by

Event Codes and now an almost undecipherable and contrary Order. At the same
time, the stations which only carry the required tests have none of this
burden and they're beginning to look like the smart ones.
What happened to the stations which did not participate in the last National
EAS Test? What happened to the stations which didn't register on ETRS for
the last National EAS Test? What happened to the stations that weren't
monitoring their assigned stations? What's happened to the SECC's which
haven't updated their EAS plans?
Anyone? Anyone???
