[EAS] Proposed Error Reporting

The EAS Report and Order and Further Notice of Proposed Rulemaking has 
been published on the FCC.GOV website.

It has been revised since the draft R&O before the Commission meeting.

The new R&O added as part of the new rule (not the proposed rule), a False 
Alert Reporting requirement:

"Accordingly, we revise our rules to require that no later than 
twenty-four (24) hours of an EAS Participant's discovery that it has 
transmitted or otherwise sent a false alert to the public, the EAS 
Participant send an email to the FCC Ops Center (at FCCOPS at fcc.gov),59 
informing the Commission of the event and of any details that the EAS 
Participant may have concerning the event. If an EAS Participant has no 
actual knowledge that it has issued a false alert, then it would not be 
required to take any action. In the Further Notice of Proposed Rulemaking 
below, we seek comment on additional proposals for the reporting of false 
EAS alerts."

As part of the the Further Notice of Proposed Rulemaking, there is also a 
False Alert Reporting proposal.
