Assuming this is how you evaluate matters....Then can I conclude- 

>> You hate the system because the humans that utilize it make mistakes?

>> You do not dislike 'Sheriff Roscoe' or his deputy and would rather
criticize the system?

>> You do not care for the position taken by the FCC whereby they are
working to help with the identification of mis-conduct?

>> You prefer to toss out the system that make any effort to improve it?

>> If any public warning system is not 100% mistake free, you do not wish to
be associated with it?

>> You are not likely to be an active member of your State SECC or Local
Area LECC working to improve the performance of the EAS that serves your
area?

Assuming that your thinking may well extend to other areas of your life - 

>> If a DJ at a radio station makes a mistake that you hate and would like
eliminate radio broadcasting because 'that' is the problem?

>> If a driver of a motor vehicle makes a mistake and causes a wreck that
impacts you that you thereby hate motor vehicles?

>> In general you feel if people make mistakes the best course of action is
to 'hate' the devices they were using at the time and are not interested in
improving their performance?

I am not trying to be critical of your thinking...Just trying to gain a
better understanding of the basis of your thinking.

FCC adopted an order that gives any EAS participant including any radio and
TV stations up to 24-hours to report to the FCC's operation center after
it's discovered they transmitted or sent a false alert to the public.
