[EAS] "improving" EAS?

That's the core of my objections.  Why should the broadcasters be burdened?  And if the Commission decides to create this burden--well, the regulations don't specify what we have to relay.

I would assume that any responsibility for reporting a false alert would lie with he who originated it.
If you relay it, false or otherwise, is it really on you to make a report?
