It took a little work to set up. But the boxes run automatically, so there 
isn't much ongoing work. The most difficult thing is I sometimes forget 
to check and change the tuners for a couple of months. Its not a 
scientific survey.

Emergency management agencies could get cheap used EAS decoder boxes on 
ebay and spot check local stations all over the country, beyond the usual 
LP-1/LP-2. Although I now prefer the newer EAS boxes with online logging.

Another interesting quirk -- EAS problem participants are not correlated 
with type (broadcaster/cable/other), market share, holding company or 
format. I had assumed all the problems would be with tiny/underfunded 
companies. I was wrong.
