Sean, what does 100% compliance mean?
Does that mean they forward everything, including as many duplicates as come thru the pipe and messages that may not even apply to their listeners with no regard for their own airtime?
I'd say we are 100% compliant, too, but we are subject to intermittent human error and periodic network and equipment failures.
We always put the tests into commercial breaks to avoid programming, and let our weather guy handle the weather alerts - except when the cable company interrupts on our in-depth impromptu on-air coverage for their subscribers with the automatically-forwarded non-specific area (i.e. [entire] county of...) EAS weather alerts.
Before the last major system upgrade at the local cable company, they used to be able to "select" our channel so it wouldn't be interrupted by their EAS insertions. That clever feature is long gone now.

Interesting quirk, the Russia funded radio station in Washington, DC
has nearly perfect (100%) compliance with EAS tests and alerts.
