As I suggested in my VRE (virtual red envelope) concept, the serialized
code would come appended to the main EAS header. The root header would
remain unaltered. It would simply be added for decoders with a downstream
relaying function to sense. This would not impact public NWR receivers. If
there isn't that serialized flag, then nothing would change and the box
would react as before.
And I'm fully aware of the political, technical and silo aspects. I'm
simply throwing it out there. Sometimes we're so into the forest looking
up and miss some simple twigs on the ground that might suffice.
