"Officials: Hawaii's false alert wasn't first mix-up for employee

The false emergency alert in Hawaii was sent by an employee who didn't
know that a drill was being conducted and believed there was an actual
attack, authorities said. An investigation into the incident found
that the employee confused drills and real-life events at least twice
before the Jan. 13 incident."

But, you know - it's Hawaii - a 'deeper' investigation would probably
reveal a chain of 'relatives' and 'friends of relatives' as a key
feature of that person's employment in the first place - at least,
that's what I have always heard about 'government' jobs in Hawaii....
