Good for them I have no issue as the Governor stated:

"The Endangered Missing Advisory system has been launched to help find missing people who don't meet the criteria for the Amber Alert system"

The key words are "who don't meet the criteria"

Amber criteria is very specific, an example may be:

A child was abducted and was seen driving off in a silver van - most likely not meet the criteria
However:
A child was abducted and was seen driving off in a silver van with partial plates "PL1xxx"  -  may meet the criteria

To that end, Nebraska has just initiated an EMA (Endangered Missing Advisory) system.
It appears that this will rely heavily on social media to get the word out.
