[EAS] Event Codes SVS and DSW

SVS is not a new event code either, just little used in the EAS world and then usually only for convective severe storms. Use of the SVS in this demonstration for Snow Squall Warnings is new. Polygons are being added to some DSW-Dust Storm alerts (polygons also used in CAP for WEA and other uses) and other changes detailed in the NWS Service Change Notice at http://www.nws.noaa.gov/os/notification/scn17-112snow_dustaad.htm and documents referenced therein.

>DSW is not new. We've been using it here in Nevada since 2003, I think. I believe the FCC authorised DSW at the same time they authorised the CAE code.
