[EAS] Event Codes SVS and DSW

NWS appears to be creating two new Event Codes.

SVS is for Snow Squall Warning and DSW is for Dust Warnings.

The DSW codes are under test in Arizona. I can see the DSW being issued
for ha-boobs and such wind driven events.

The SVS code is being tested in areas along the Lower Great Lakes and as
well as Cheyenne, Wy. where lake effect and compression snow bands can set
up and create instant white out conditions.

If you've never driven into a lake effect snow band or squall, it's
exceptionally disconcerting and disorienting. One mile, clear blue sky and
clear roadway. Next mile, a wall of white and extremely hazardous driving
in true white-out conditions which the driver immediately looses a great
deal of situational awareness and snow can fall at 6" or ore an hour. It's
akin to flying under LIFR flight rules, but lacking all navigational aids
to guide the driver.

Now....could PZZ be a real event code...?  Maybe.
