[EAS] PACOM Alerting

The question of who issues an "Attack Warning" goes back to the famous 1971 false alert warning.

At one time the Attack Warning through NORAD was part of EBS.  It was taken out of EBS after the false warning from NORAD.

Since then the President is the only person who can use the nationwide EBS in a national emergency.  This is reflected in a document signed by the President in 1995.
