[EAS] PACOM Alerting

Adrienne,

There probably is some obscure federal / state regulatory limit on 
what the military can do.

IMHO if it were up to me giving the PACOM the ability to warn HI or 
the West Coast would allow warnings to be given out in the fastest way.

But when millions try to escape to Reno what will you do?
