[EAS] ADR

If we are not required to relay an alert, do we have to log it?
The only required alerts are RWT, RMT, NPT and EAN, right? (Did I miss any?)

It seems that logging an optional alert should also be optional.
Does that make sense?

Local Plan? There is no local plan requirement for EAS. It is optional.
The FCC would like every state to have a state plan that is supposed to be approved by them, and hopefully even somewhat current.
But who has one of those? - Current and Approved?
