Eas software that requires an external 2 analog keys turned simultaneously
to originate an alert.

Duh!

MY THOUGHTS - 

1 - Sure did prevent a goof that launched an ICBM and started WW3.

(So would adequate training as well as  front-end software design) 

2- Perhaps this would be acceptable for a state EM office that is likely to
have the manpower, training etc.

(Small entities would have a problem with the staffing requirement and would
likely shift the responsibility to state EM)

3- Which event codes would this apply to should be factored.

(Not all event codes rise to the level where panic would ensue should the
initiator good) 

4-  Broadcast Station activations should be ruled out - PERIOD!   

(Think about the level of Public Warning Training that exists today in ANY
Broadcast or Cable operation)
