As much as I gnashed by teeth when I saw this, I concluded the same thing.

In Illinois after the 2009 EAN incident, we learned a lot about how the
state's relay system really worked...or didn't. There was a good portion
of Illinois which didn't get the message that day. Why...?  As I recall,
it was a mis-programmed box at a relay station.

In some ways, I think it was that incident which propelled the FCC and
FEMA to do the live (and revealing) EAN test a couple years later.

In retrospect, and after changing shorts, the end product will hopefully
reveal weak links in the chain as well as show what worked and how quickly
the system responded.

Never mind re-igniting the discussion about a cancel message....
