Yes they do...as it relates to EAS and a few other matters.  Reference
Part 78.

If someone should happen to file a complaint on them running alert tones
or similar alerting, they should receive a violation. And hopefully a
fine.  But to them, such will be classed as a cost of doing
business....sadly.
