[EAS] False alert, WEA, Hawaii

Yes, here in Nevada, we've found that there is a big difference in the level
of quality among the CAP products. We've tried AlertSense, CodeRed and
WebEOC. We had very little success with CodeRed and WebEOC. We couldn't even
get RWT's launched from either CodeRed or WebEOC. AlertSense has been
terrific. They've helped with training and they've always been available for
assistance, 24/7. They've also worked with FEMA, Sage and DASDEC when we've
had problems. I really encourage other states to use them for EAS and WEA.
