[EAS] False EM alarm in HI

Yes, and the difficulty of providing that training is only increased by having so many different sequences "screens" in different places.  One result is that the technical training problem takes up all the available resources and training the humans procedures and policies get short shrift.

I think the fundamental question is whether this is something that should be left to vendors.  Most of the providers of IPAWS access are selling some other capability, "reverse 9-1-1" or whatever.  I don't think we can assume that making IPAWS work is high on their list of corporate priorities.

Some IPAWS CAP vendors provide better training than others. You could have
the best "user interface" on the planet but if you don't provide adequate
training, the program is useless.
