[EAS] False EM alarm in HI

Right, this is why CAP has a "cancel" capability. Unfortunately there's no established way in EAS or WEA to do anything with a cancel. Something we should think about.

There was a false alarm today from the Hawaii Emergency Management
... apparently it was on telephones and regional outdoor alarms.
So far, I've not seen that it was run on any radio station, although
some reporters have compared this with AMBER alerts.
What is interesting, it seems it took over 35 minutes and
a politician to get the word out that it was a false alarm.
