Don't know if its legal to inject EAS into AOIP here. CRTC might choke
on that question. I'll ask and let you know the answer.
Here in Canada the national alerting system is all new and not having to
support legacy EAS systems or protocols. It is pretty loosey-goosey,
not like on your side of the border, with much more legal definitions
from what I understand. Not many digital consoles here, especially in
the community and remote rural markets, still analogue audio. Best
practice? That is why I am asking this group, I've never actually
worked at a real radio station, just a tinkerer from up north. Having
said that I started the first CRTC licenced commercial FM station here
in the Klondike in 1997.

I did post this question to FB, user came back that it is possible to
blank all the lights on a board. Maybe there will be a way to
toggle\cycle this a few times to get the attention of talent that is not
paying attention to the station or actively monitoring the signal. I do
supply scrolling LED signs for this purpose and seeking something that
is already built into the consoles. Less is more.
