The way things work in this area too - Clay

Maybe Sean doesn't realize that agencies like CalFire and Nevada Division of
Forestry aren't first responder agencies. "Local" means the community fire
departments, law enforcement or other public safety entity responds first
and if the event is more than they can handle, the Incident Commander calls
in additional community resources. Typically, the event has to "outgrow" all
local resources before a state agency can be asked to respond.
