[EAS] EVI in Kern County

[IPAWS]

It was a locally originated EAS message sent from the Kern Fire Department Sage Endec. The alert was issued using SAME AFSK not CAP. The Kern Fire Department had issued a RWT in the morning and received a request to send a second EAS test message in the afternoon when a radio station engineer would be on-site at his EAS device. They apparently made an incorrect selection when building the requested EAS test message.
