The Mitre Corporation did not supply horses, but they did provide some tents and travel funds to facilitate the work of the PPW, Inc. to an initial group of 17 Trustees  -- a group that grew to include the likes of Dennis Mileti, Craig Fugate, and others who did their best to advise the Generals.

For Mitre's investment in time, effort, tents and travel funds the group produced several reports to the FCC, FEMA and NOAA/NWS, and a little thing called  the Common Alerting Protocol. 

Years later, FEMA/DHS came up with a great name for what we were trying to accomplish -IPAWS.

Yet to be determined: Will anyone come forth to supply as much as a single horse to create the national warning strategy that brought us together in late 2001 under auspices of Mitre Corp?
