Problem is, named EAS as we know it is a broadcast/cable limited relay
system codified in Part 11.
The reality is EAS, the acronym, and associated proper name have been
taken and applied to everything involving emergency message creation and
dissemination. Doesn't matter what method or medium or who is involved.
It's ***all*** EAS...plain and simple.
That generic reference to EAS train carrying the entire camel in the tent
has left the station ringing the bell on the way out of the station at
full steam. This is one public perception which isn't going be changed.
It's too ingrained at this point.
And it's more than a black eye. It's a pox on the whole system regardless
of who tripped up. Private and/or government.
