[EAS] Blue Alert Implementation

Speaking as the representative for what Richard Rudman calls California's
"back door", or the eastern third of your state, either the CEM or LEW code
will work for California stations covered by the Nevada EAS Plan. We don't
limit or make recommendations on Event Codes, but instead, leave that up to
the individual station managers to determine. 

Please remind CHP that they should notify the Nevada EAS Chair of their BLU
Alert plan so we can make sure our California stations are prepared to deal
effectively with any Blue Alert activations which CHP issues.
