[EAS] Blue Alert Implementation

The Washington State SECC has made it official - We are not participating
with the BLU Alert.   We even filed comments with the FCC    (copy attached)
This should explain why.

If anyone wishes to see this, and the attachment does not make it, drop me a
note - off line- and I'll send it to you ...You can also pick it up from
fcc.gov

OK, so I had a call from the California Highway Patrol asking what event
code they should use for Blue Alerts... they're writing their procedures
now.

Hesitate to reopen the topic, as I know there are some strong feelings about
it, but... given that Blue Alerts are happening, what should CHP put in
their procedures just now?  My understanding, not having read the R&O, is
that there's a new event code specified, but that that will take some time
to roll out.  So until BLU or whatever is generally implemented, what would
work best?  

CHP suggested the LEW, but I'm not sure how that's programmed at most
stations.  I suggested that CEM might be a good stopgap coding, but I don't
want to confuse things any further.

So... understanding that not everyone here is in California, what advice
should I give our law enforcement partners?
