No.  The tower rebroadcasts on a regular basis for the period of the alert.  This is for devices that move into the alert area during the period of the alert. The app on the device tracks if that alert has been played or not.  It requires no human interface to acknowledge the alert.

A guess would be for some reason the device wasn't getting the entire message; the ID for the alert was somehow munged so it repeated on follow up broadcasts.  It is known, but perhaps not understood that different states on the device can interfere with the receipt of the alert broadcast.  This is best known by the carrier, who isn't going to very openly acknowledge if, for example, the app will alert WEA if, for example, a cell call is in progress, or if another app on the device has put the CPU in a heavy state of use.  

I say best known because of the massive range and breath of different devices and operating systems, versions of operating systems that might be on a carrier's network.  Not to mention if a user installed app might be interfering with the carrier provided WEA app.  

I once was in an office, we had two devices of the same type, same OS, same version of the OS, sitting on a table, within inches of one another, one alerted on a FFW, one didn't.  The 2nd device then alerted on the 2nd broadcast.  Perhaps the CPU in the 2nd device was busy and something interrupted receipt of the broadcast.  

WEA 2.0 (or whatever they are going to call it) will change a number of functions/features.  Time will tell!
