All,
I have been reading this thread with interest. While it is true that the 
powers that be cannot compel content legislatively, they can compel 
content financially. Imagine if certain Homeland Security grants and 
funding had the stipulation that a State have a functioning SECC of some 
kind of predetermined make up. You can bet that an SECC would spring up 
overnight if it was one of the State's that had either an ineffectual or 
no SECC. This would also grant immediate legitimacy to SECC's 
everywhere, but I digress. If there was an alert content clause in there 
as well, you can bet that the stipulated content would be there. If this 
same grant had an educational stipulation regarding alert origination 
training, again, that training would be done immediately.
While government at all levels my not have the sticks necessary to 
accomplish their ends, they do have carrots.......LOT'S of carrots, and 
there seems to be an insatiable hunger for them!
