If they asked for the raw data from the survey's I could see where that might be "whistle blowing", but if it is just a stated percentage of respondents not so much. It doesn't say how many responded nor who they were. I have my doubts that the far majority of States had a 100% response rate. Heck, even the national tests that everyone is required to sign up for doesn't get 100% response.
This entire exercise required SECC's to go way beyond the bounds of what were considered traditional duties. What has been floating around in the back of my mind is what if other concerned parties decided they needed more information and subpoenaed the raw survey data from each state? I know what I would do if that happened (kick it up to higher authority) but have any of the rest of you considered this?
