[EAS] Get ready for some big changes if these bills pass

Big might be relative, and the *if* these bills pass in their current form:
- adding a DOD/DHS ballistic missile / "war" warning might merely mean new
event codes (likely mandatory and "immediate"). Whatever "immediate" means.
DCW event code? (Duck and Cover Warning?)
- adding a capability to automatically repeat messages may or may not entail
updates to broadcaster equipment. Automated re-issue from an EOC (with new
header info)? And/or enabling broadcasters to periodically re-transmit the
same alert during its effective time? That would change EAS gear for sure.
May impact some cable systems.
- getting alerts into streaming media? FCC would be getting back into
regulating broadband again, which Congress did not want. That could get
interesting here in the Beltway.
