        Not necessarily. And that is one of the big
        fallacies of the ABIP program. If someone
        lodges a complaint, the FCC Agents can
        show up anytime and walk past that paper
        on the wall. 

        Furthermore, the ABIP inspector may
        or may not have the same interpretation
        as the local field agent, may miss
        something, or even "wink" at a violation
        when told "we're fixing it."  I've seen
        all of these in practice.

        it is interesting that an LPFM was determined
        to have been running 1910 Watts (Licensed
        TPO is 23 Watts - at least until the FCC
        gets done with them).

        How did the agents find this out? Likely an
        unhappy employee.  That might even have
        been the catalyst of the original inspection
        to find the transmitter miles from authorized,
        and with higher power. 

        If you fired someone, they could get you 
        inspected tomorrow - and worse, if they
        fudged something at the transmitter site,
        a fine could follow. 

        There is even another way to bring an
        inspection on a station, but I won't
        spell it out here. It might be easier
        to do than you think. (Hint: the FCC
        has reported more than a few 
        excessive TPO lately.)
