IPAWS CAP polling is HTTPS, so a web proxy would be required to do
any deep internal inspection of the message. Few of our users are
going through web proxies. I don't think external message inspection
is a source of delay here.
HTTP fetch of the audio could be a different matter, but that also
seems unlikely.
